For the submission of bids for the procurement of ATM devices

I – GENERAL INFORMATION ABOUT THE SERVICE REQUESTER

II – SUBJECT OF THE INVITATION
The subject of procurement includes the delivery, installation, integration, and maintenance of ATM devices, including all accompanying hardware, software, and services:

  • Number of ATM devices: Recycler 18 units + 6 coin extension units
  • Type of installation: Lobby (indoor) 17 / Other: “Through the wall” 1 unit
  • Installation locations: Sarajevo, Ilidža, Mostar, Tuzla, Jelah, Banja Luka, Bijeljina
  • ATM devices must be completely new, manufactured in 2025 or later, compatible with the Bank’s infrastructure and compliant with industry and PCI DSS standards
  • Warranty: Minimum 24 months, with availability of spare parts and maintenance support for at least 10 years

For the needs of ProCredit Bank d.d. Sarajevo (hereinafter: the Bank).
The technical characteristics of the ATMs and other required equipment are defined in the technical specification, which forms an integral part of this invitation. Offers must comply with the specifications provided in the annex.

III – CONTENT OF THE OFFER
The offer should include the following:

a) Name and registered office of the bidder, responsible person, and contact telephone
b) Signed statement confirming that the selection of the supplier and the offered equipment cannot be transferred to another supplier without the Bank’s consent
c) Statement by the bidder committing, in case of selection as the best bidder, to enter into a procurement contract with fixed prices and delivery deadlines, and that any market price changes will not affect the already concluded contract
d) Completed Supplier Questionnaire and Questionnaire on Compliance with ILO Standards (attached to the invitation)
e) Date of the offer
f) Validity period of the offer (minimum 60 days from the submission date)
g) Reference list
h) Legal terms / penalties, termination, regulatory compliance
i) Tender conditions and evaluation:

  1. Technical characteristics and device performance
  2. Device price under rental and purchase options
  3. Submitted SLA as added value to the financial offer
  4. Maintenance modalities and pricing
  5. Licenses
    j) Delivery timeline: Expected delivery period – up to 3 months
    k) Delivery method: In accordance with the agreed schedule with the selected bidder

V – DEADLINE AND METHOD FOR SUBMISSION OF OFFERS
The deadline for submitting offers is 15 days from the date of publication.

Offers must be submitted in a sealed envelope to the address of the service requester specified in Section I – GENERAL INFORMATION ABOUT THE SERVICE REQUESTER, marked:
“Offer for the procurement and installation of ATM devices – DO NOT OPEN.”

The envelope must contain two parts:

  • General part – printed on company letterhead and containing general information, reference list (confirming experience in installation and maintenance of the offered equipment), a copy of the company’s court registration certificate, and a copy of the tax registration certificate
  • Commercial part – on plain paper, without letterhead or any company identification or bidder information, consisting of the commercial and technical section with prices and all relevant data

Bidders who fail to prepare their offers in accordance with the above criteria will be excluded from the tender process, and their offers will be considered invalid.

Offers received after the deadline defined in Section V – DEADLINE AND METHOD FOR SUBMISSION OF OFFERS will not be considered.

TECHNICAL SPECIFICATION

ATM devices must be completely new, manufactured in 2025 or later, compatible with the Bank’s infrastructure and compliant with industry and PCI DSS standards.

Hardware:

  • RAM min. 8GB (recommended 16GB)
  • Windows 11
  • 17"/19" touchscreen
  • EMV, NFC, QR
  • Audio output for headphones
  • UPS

Modules:

Cash module:

  • Cash dispenser 4+1
  • At least one divisible banknote cassette
  • Deposit capacity: minimum 300 banknotes
  • Recycler functionality
  • Two currencies CDF (BAM and EUR)
  • Set of spare cassettes for each ATM

Coin acceptance module:

  • Acceptance of minimum 1000 coins with escrow

Security requirements:

  • EN 1143-1, minimum CEN L protection
  • PCI DSS
  • Anti-skimming
  • PIN pad shield
  • Alarm
  • Cameras

Software and integration:
ATM application, EMV, contactless, remote monitoring

Functionalities:
Withdrawal, deposit, coin handling, NFC, QR, service integration
